This is a complex questions because it all depends on your own definition of good art and literature. In my personal case, I do not hold a huge knowledge about these two sudjects, so when it comes to give an opinion about for instance, a painting or a book, I just appeal to senses to say if it good or bad. However, judging literature and art, I thingk it goes beyond using the senses.You have to a training in the field.
Yes there is, it depends on the provider, the painter, writer, etc.. experimental arts – if done correctly – are something to study, renewing old books, paintings, plays is also nice.. but this as it gives many others, remains a complex question to answer and after all it is also about one’s taste so as I said it can and will vary!
